Let's take a crack at the near-term timeline. I'm trying to stick to projects that sounds like a near sure thing.

2018 water show at UD
2018/19 Jason Bourne stunt show at T2
2019 Potter coaster
2020 MoM at FFL and new JP coaster and/or JPRA upgrade.

I'm not too sure about the Jurassic Park project but since Universal wants an attraction built in each park every year starting next year it seems like the most likely one. The other rumored projects I have heard about sounds like 2021 or later.

T2 replacement set to open in 2019, per Universal's press release:

Terminator 2: 3-D at Universal Studios Florida will run its last shows on Sunday, October 8 to make way for an all-new live action experience based on a high-energy Universal franchise. It will open in 2019. This is one of many exciting new experiences coming to Universal Orlando Resort as we continue our epic growth. Stay tuned – more details will be released soon.

The rumor's seem to indicate this:

2018: Drupercharged & Lagoon Show
2019: Bourne, Potter Coaster, and JPRA Refurb/Upgrade
2020: JP Expansion and MoM
2022-2023: UOSouth Phase 1

2021 as of now, seems barren, and I have to wonder if that's when we may see the Shrek Project take place, as that would make sense.

I think it would also make sense for 2021 to end up being a pretty barren year if they are focusing almost of their construction resources on the new south site.

They aren't in the parks, but there are also 3 hotels scheduled open within the relevant timeframe:
2018: Aventure
2019: Surfside
2020: Dockside

I'm pretty sure that Pokemon will fill that 2021 date. It doesn't fit anywhere else. Also, WDW 50th.

I believe Universal will be very active in 2021. That is Disney's 50th anniversary. Universal is something not going to be quiet and let Disney get all of the attention that year.

Unless it is a really big land project Universal doesn't have to make a final decisions on 2021 until next year.

One thing I am curious about is if Universal will continue to build attractions in each park the same year as the new dry park opens.

Sure, right after I get my last ride on Woody's Nuthouse Coaster, and catch the last Fear Factor Live show on my way to experience Lost Continent real quick before they replace it- I don't know what to believe any more!
That's why my stab at a time line was near-term. Too many other projects to pick from with no real clue as to if and/or when they're going to happen.
