Yea, I think they're still going to try to time it for whatever Kid Zone replacement to go at the same time with Simpsons, as well as Production Central to all go at once. My thought is after EW we'll see some restructuring to these areas.
Though the story of Frankenstein has been in public domain for a long time, the look of the "Universal Monster" is protected by trademark.
Also it's not uncommon for large media companies to have a license agreement even when they may not technically need one. Just paying the fee can be easier...

Adam the Woo was unbanned from Disney World with the help of an inside contact. Since then he was also banned from Universal Orlando, from what I understand an insider tried to help him there but was unsuccessful.
I'm still thinking the plan is to do something big in USF after the dust settles at EU. That's years away so the goal right now being to spruce up the park without getting in the way, limiting possibilities for the future. Hopefully they're learning from what they do right and what they do wrong.
