Cabana Bay - Making reservations over phone at the hotel?

Cabana Bay question - Can you make a reservation over the phone at the actual hotel or will they always transfer you to Universal/Lowes to make reservation? I am trying to get the best deal possible and read call the hotel itself is the best way to do so.

Also really conflicted on if we should stay on the Courtyard or Towers side, but will defiantly stay either pool or lazy river side. Asking for suggestions or advise.

If you want indoor hallways, Towers are a must. The towers are closest to the lazy river and has a completely indoor walk to the Starbucks, quick serve, gym, bowling alley and lobby among other things.

The courtyards are nice. Pretty much the same rooms, just instead of a giant glass window at the end of the room overlooking either the parking lot or pool, it's a dark wall, which makes the rooms much darker during the day than the tower rooms. The courtyard rooms are closest to the parks walking path if you planning on using that instead of the bus. These rooms are also closest to the hotels main pool.

To sum up quickly, If you want to be slightly more convenient to the hotels main amenities and plan on taking the bus to the parks (along with a slightly more upscale feel to the rooms), the Towers are the way to go. If you want a more laid back experience, want to hang out by the main pool often, don't care about the room as much and plan to walk to the parks, Courtyard rooms are the way to go.
