Universal Premier Annual Pass

Hi can anyone give me some advice?

I've been looking at buying a Premier Annual 3park pass for Universal Orlando and was wondering if there are any black out dates for the 'Universal Express Pass' element of the pass?

I'm coming to Orlando in July 22nd for a week.

No there are no blackouts for the express, the only restriction is that you can only use it one time per attraction per day after 4pm.
