If you don't get Express, there's no promises. It can be rough getting everything done, unless you really follow the strategies and expect to spend the entire night, and wait in many long lines.
If you can't afford Express, at least spring for Early Entry... that will help a little. And be in the park before Early Entry even starts, because people will already be lining up inside the park at least 30 min before anything even opens.
While I've done Orlando twice before, both times were with either Express or RIP, so can't say for sure how it compares without.
Echoing what others say, Tram does close earlier due to noise ordinances from local neighbors, usually around 11:45 or so. So be sure to get that done before then.
The biggest difference you'll find in Hollywood is the park is literally split in half by a huge series of 4 escalators. You really don't want to be going back and forth up and down them all night, you'll lose a lot of time and energy. That's why we're advising either do upper or lower lots first, so you don't have to keep going back and forth, and this distance between upper and lot lots (as well as a fairly long walk back to the H lot, which is sort of technically an extension of the upper lot) all take more time that you expect.
If you can stay up late, most lines (thought not all, popular mazes can still be long) will fall off in the last hour or so. Also make time for the Purge show if you can... we locals are kinda bummed because it's a near duplicate for many years going now, but if you're seeing it for the first time, it's quite a hoot with many fun effects. Also a good chance to sit down for a while in a night that otherwise has you standing all night long.
I think you'll find that our sets are not as impressive as Orlando, but I still stand by the fact our scare actors are the best, and really make the event. While they won't touch you (on purpose), they get so insanely close and aggressive, you'll feel like they do!
And if you can spare one night, try to get to Knott's Scary Farm if you can. Not only is a lot more affordable, but it's the grandaddy of haunts, and really has it's own unique vibe. Also, the lines tend to be a LOT shorter, and the compact nature of Knott's makes it much easier to get all their mazes done.
