The report states that 500 drones participated in the show, and five of them did not accept the coordinate data for launch.
The operators, Sky Elements, performed a "soft reboot" of the fleet before the show.
All but two drones appeared to be functioning correctly at that time. Those drones were removed from the show.
When the drones launched, they did not lift together or in uniform, leading to a loss of control and some drones colliding.
The report noted that operators decided to let the show continue rather than pause, believing it was safer for the audience and the drones to allow the performance to finish and land the fleet without further incident.
The NTSB also found that the show's charted position was not properly aligned, causing the drones to get too close to the audience.
