Either place is fine with me. But Epcot needs it more. And Kipling is perfect for an India Pavilion. The West learned about India from Kipling.It would fit much better in DAK, but Epcot needs better rides. I’m all for this.

He is a symbol of British Imperialism, which is a mixed bag for India. But none the less, Kipling was an important introduction of Indian culture to the west.Maybe, but he is not particularly loved in India. The country's views on him are mixed, at best.
Looks like Rohde (AK) lost the Pirates ride system battle with Epcot if this is true.

Yet they are probably going through one of the biggest expansions in the parks history. But according to some the Fox deal was needed to help Disney’s bottom line however it now seems to have hurt it.Disneyhead has mentioned Fox will affect investment going forward.
