Maybe there was an effect that they tried, and then it didn't work, so they took it back out? I feel like there has to be some sort of story behind this very, very extended delay.

No, but there is a short simple projection mapping sequence on the wall that showed a mermaid and the Kraken. And some new props they also replaced the doors at the top and bottom of the elevator.

But the rest of the park is in absolutely horrible condition there’s chipped paint and broken decals on Arctic rescues trains even though it’s been down since May and they’ve had ample opportunity to repair it, emperor is only running one train today, there’s multiple broken projectors in mantas tunnel meaning that only part of it is lit, penguin encounters kinda looking sad definitely ready for it to close, a water pipe near the new Bayside aquarium sprung a leak from the looks of it, and there is a fountain of water coming out between concrete path at the entrance to the Bayside amphitheater the operations so far has been the slowest I’ve ever seen from SeaWorld with every ride seeming to be understaffed and up to 5 minute dispatches on arctic rescue and manta and they still haven’t fixed the controllers or tracker at turtle reef. Though most of the animal exhibits with the exception of the penguins are still looking good and the animals look happy.

On one hand, this is an incredibly sad statement (not at you, of course!)...but on the other, it's not wrong.

They have blocked out all dates for the Penguin on the Ice experience after November 23rd, likely indicating that the Penguin encounter will close then.

Two Iconic Attractions gone (yeah yeah the sharks are being rethemed) within 2 months

Tier 1 modern exhibits that don’t need to updated any time soon.
Turtle reef, jewels of the Sea, journey to Atlantis, the entrance touch pools, ocean Explorer aquarium, manta aquarium, and the flamingos.
Tier 2 exhibits that could use updates but are fine and don’t need it immediately
Wild arctic, Dolphin point, sea lion point.
Tier 3 exhibits that desperately need updating
Shark encounter, penguin encounter, dolphin stadiums tanks, shipwreck rapids sea turtles, and the Orca tanks.
Tier 4 closed or abandoned that need replacement
Tide pools, aquaria world of the fishes, aquarium Del la Mar, freshwater aquarium,

Update on this, shark and penguin encounter are now getting there renovations and aquarium del la mar now fits into tier 2.

It opened last Friday and it’s in terrible shape the LED lights above the station are still broken The trains are worn with chip decals and paint and the opps are painfully slow

I’m planning on coming to Hall-O-scream in mid September on a Saturday by 12 pm are most houses walk ons?

I don’t want to upgrade to the fast pass because every creators video from last year made the event sound very mid compared to even fright fest

You'll be fine without paying extra. There are never any significant lines, and I've gone every year. If you wait in line it's only because ops is bad or something happened in the maze. Last year I went in late October on a Sunday and I walked in every house. In fact, the biggest issue was actually the early closing time if you want to see the shows and ancillary stuff, like the shows in the zone.

I like the event well enough, but there's no denying it's a one and done thing. I don't think it's worth going to any trouble to attend every year, and the show is pretty much the biggest draw. Some of the houses are good, but they are basically always the same, and the dearth of scareactors is painful. Don't overpay for this event.
