I'm assuming they mean from when you enter the first resistance shuttle as that is technically the start of the adventure and also will be the main bottleneck.

That may be true but Fast and Furious seems like it is the longest ride and not in a good way.Skull Island is the longest ride at Universal Orlando, and people think it's too short, so, what's in a length anyway?

Let's see, Smuggler's Run was supposed to be state of the art video and movement. I read multiple places parts of the ceiling would move, revealing more screen, etc.
That was never a thing, not even in bluesky. So, one person probably posted his fan-boy wants, then other sites reported it as a rumor.

Unless the reported ride layout is a complete lie, and the RVs move at the speed of water, there simply is no way in hell.
It's going to bite them in the butt if all that 15 minute talk proves that most of it is what most frequent park goers would consider pre shows. And more so at Disneyland that's a heavy local and AP attended park. DHS, with mostly tourists, not so much....but the hard core fan community might be defiant, even if the 4 minute portion of the ride is 'great'. ....If it's truly only 4 minutes, or a bit more longer, Chapek would have been better off just being honest instead of cagey.
Bad move by Chapek if this all turns out to be true. Most tourists won't know about the 15 minute claim....but many of the locals and AP's will. Like you, I'm guessing someone going in expecting a 15 minute ride, and they end up with 11 minutes of preshow and 4 minutes of an 'actual ride', would walk away somewhat disappointed. As we all know, EXPECTATIONS are one of the most crucial factors when it comes to attraction satisfaction.........If the ride is truly that great, an Executive shouldn't have to tell little white lies about how long it is.
