Universal seems to always be willing/able to change plans right up until they actually start construction. I'm sure they learned a few lessons from Epic, but I think they learned more from Beijing since it will be a similar climate to Bedford.

The planning permission states that the park cannot open unless the theme park element of the entertainment resort complex is at least 32.37 hectares (just about 80 acres) in size.

The associated annexes that are referenced in the Statutory Instruments are now available on the government's website alongside the SI. I think all of these documents were previously published in Universal's planning application, so I don;'t think there's anything that we've not already seen.

DC/Gotham would have to be an exanpsion you would think. I'm not sure Universal would have enough lead-time to develop a fully-realized DC land and rides and finalise those in time for plans to be amended.

That's assuming that the rumored line-up we've been hearing has been true, which is not an absolute given. I'm somewhat skeptical that LoTR will be featured despite the existing rumors. There's significant licensing complexity involved between both WB and Embracer Group at the moment that would need to be figured out to make it happen. Personally, if the park does have a major WB, I think DC Comics might be more likely.

They literally start ground works in Jan/Feb, and you'd think the lead-time for any sort of DC Land (including rides) would mean the Park will be half-constructed before they have a proper DC Land designed.

Just because rumors came out about a potential partnership between Universal and DC Comics this month does not necessarily mean that discussions haven't been ongoing for a while. Even if DC isn't happening, I wouldn't necessarily assume that the currently rumored list of IPs will be what actually ends up getting built.

Not sure why you think I'm of the mind that current rumoured list of IP's is coming, I've not said one word about them. I'm merely pointing out that the DC news came out very late in the design process for UGB and even if they have been talking for a while I very much doubt DC will be able to make day one.

As an expansion? Oh sure, I've no issues with it, I could easily see DC becoming one of the first major expansions at UGB. I just think anyone expecting DC to be at UGB on opening day needs to temper their expectations. Much like you say people should temper expectations about the rumoured list of IP's.
