I know I'm stating the obvious for many, but think it's worth calling out;
Whilst certainly, Universal will need sign-off from Comcast, it's not like the Comcast board isn't going to already be very aware of this project / what Universal are asking for.
Generally speaking, by the time you go to the board for 'sign off', you would already have everyone agreed-in-principle, and signoff is merely a formality.
Things can certainly come up at the last minute that blocks a project, but you don't go asking for $10bn if you 1) haven't already warmed them up about it, 2) aren't confident they'll say yes.
