Since the park’s lands are set up like Diagon Alley, you could spend all day within the land and not have any views of construction happening elsewhere.
And the original rumor was for hotel guests of some sort, so maybe could be some type of unique vacation package upgrade promoted as a special preview. They wouldn’t be just opening up an unfinished park to all guests.
Again, just reporting an older rumor with new construction info.
Did this come up before or after SNW was moved to EU? A preview for hotel guests at USF makes better sense in the grand scheme of things.
It was intended to spark conversation though, because I always thought this rumor was weird, but interesting nonetheless!

Personally, I don’t see the concern. They will have built 2 SNWs by this point. You can’t see any other worlds from the inside of the land, so you’re not “surrounded” by construction and I’m 100% sure if they did this, a good chunk of the hub/entrance would be finished too. Universal could rewrite the playbook with a staggered opening for Epic Universe.
Detail and nuance is often missed when it comes to the general public's understanding of things. Doesn't mean it's not doable but to
@Mad Dog's earlier point, there will be a ton of eyes on the opening for this park and for actual visitors, first impressions are everything.
If SNW was going to be at USF like originally intended, a special hotel package there makes a lot of sense. Since SNW is one of the cornerstones of EU rather than its own land within an existing park, opening it early/separate from EU will cause all sorts of confusion. Universal isn't going to want to try and tell guests that SNW is open, but EU isn't yet but SNW is part of EU. And if SNW is part of EU, why wouldn't the guest just wait until the entire park is open? How many guests would book a vacation, expecting to also experience EU as a whole since it's supposed to be part of a whole new park, and get upset when they get there and realize that's not the case?
Not addressing the topic of due diligence and vacation planning, that isn't going to stop a guest that feels hoodwinked from running to social media and telling all their followers. They might be in the wrong but for anyone coming across their posts it's a potential visitor lost. These things do happen already but Universal doesn't need to walk straight into it. Especially not for a new theme park.

I do want to point out that DK isn't open anywhere yet so it's good that for EU it'll be done early and have a lot of testing done for smooth operation come grand opening, even if they were to open the land early. Still though, since SNW is so far from the rest of the resort and much of the area would still be finishing construction (both in park and main public roads and areas in between) I don't think it's feasible now.
I think one of the reasons we're seeing SNW progress so fast is because it's also been the most done in terms of planning/props/whatnots ahead of time. Between track sitting onsite for a while and other things kept in warehouses elsewhere waiting to be installed, I'm sure Universal and other partners want to reclaim that space and get things moving for new things that need to come in. I'm assuming it'll be the first land of the park completed?
