This vertical construction just made me way more excited than I probably should be, but now I can visualize Gringott's and it is fantastic.

^ It is in fact the facade of Gringotts. Note how some of the steel-work leans outward. Those are the tilting side angles of the bank.

^ Weeeeeell... that is actually a picture of St. Pancras. It is the building used in the film however. Kings Cross is a butt ugly station.

Are those concrete forms or actual concrete? What do they call it when they build a concrete surround and fill it nearly to the top with sand and then pour the concrete floor over the sand?

Usually called a stemwall slab, with the concrete foundation wall being the "stemwall", which rests on a footer. I assume this is what youre talking about when you say "concrete surround". There are many different means and methods to do it.
