Looking at the pics, it appears no, it's covered with plexiglass. Honestly it makes sense, people with pool sticks and children running around, etc. would just lead to problems

It is meant to be used as a table. There are benches on the side of it.

Another reason for me to be upset at the Flaming Moe... It's expensive!! I know it comes in a souvenir glass and it smokes... But it's tiny, non-alcoholic, the wrong color, and expensive... Ugh... Sorry I am fixated on it
