Every zoo that is open after hours has lights, ever been to Animal Kingdom?
This will have a lighting pack like every attraction.
Most zoos typically avoid lighting packages inside the actual animal enclosures. When they are there, it’s purposely dim and relies mostly on light bleed. It’s a health concern, as it can severely confuse the animal’s natural sleeping rhythms. It was the primary reason AK didn’t have nighttime hours for so long.

The primary, operational reason for putting forward facing lights on a coaster is light up the area in front of and immediately surrounding the car itself. If it was strictly off-ride aesthetics, they could just give it trim lighting. I’d expect the pen to be very dark, and then off-track lighting to be primarily after the top hat.
 
In story, it would make sense for there to be no artificial lights in the raptor pen. It’s still supposed to mimic a real, natural location for the animals. It’s a zoo.

That means, story-wise, the only way to have lights in the pens are something akin to flashlights. Over-the-shoulder light packs accomplish that while being canonical to In-Gen technology.

That, it will look amazing with streaks of light flashing through a pitch black raptor pen for night rides.
"Cause it looks cool" is sometimes all that is needed IMO
 
Cages and structures will likely have lighting. Rockwork area inside paddock not so much. Then everything outside of paddock will have coaster illuminated like Hulk. So, headlights should be awesome for the rockwork parts, just like Hagrid at night.
When does theme park Twitter start griping about too many Coasterz with Headlitez at Universal?
