No it does not. The writer and director of Jigsaw are going to be a small part of the "Reinventing Horror for Movies and Comics" panel in a tiny room with a bunch of other creatives in Horror. That's not the same thing as a movie having its own panel, nor is the focus of the panel Jigsaw.
I am telling you 100% right now, that's not an appropriate platform for Universal to announce an HHN maze on. I go to SDCC every year and every time Universal announced something it was in Hall H, on the largest stage during panels dedicated to the property they were based on.
